The cost of housing in Ukraine remains closely linked to the geographical location of cities and the current security situation. According to a real estate market study, the most affordable apartment prices are recorded in cities located near the front line.

One-Bedroom Apartments: Where to Buy Housing at the Lowest Price

The top five cities with the lowest median prices for one-bedroom apartments as of July 2025 are as follows:

  • Kherson – 600,000 UAH
  • Zaporizhzhia – 672,000 UAH
  • Sumy – 723,000 UAH
  • Mykolaiv – 748,000 UAH
  • Kharkiv – 872,000 UAH

The prices in these cities have practically not changed compared to May 2024, except for Kharkiv, where the cost of one-bedroom apartments increased by 20%.

Next in the ranking of affordable housing are Kropyvnytskyi (999,000 UAH) and Dnipro (1.1 million UAH). In the cities of Chernihiv, Poltava, and Khmelnytskyi, a one-bedroom apartment can be purchased for 1.2–1.3 million UAH.

Price Dynamics for Two- and Three-Bedroom Apartments

In frontline cities, the lowest prices for two-bedroom apartments continue to be observed:

  • Kherson – 933,000 UAH
  • Zaporizhzhia – 952,000 UAH
  • Sumy – 1 million UAH
  • Mykolaiv – 1.1 million UAH
  • Kharkiv – 1.4 million UAH

In Dnipro and Kropyvnytskyi, the prices for two-bedroom apartments remained at the level of May 2024 – 1.5 million UAH and 1.6 million UAH respectively. In Chernihiv and Poltava, the median price is 1.7 million UAH, while in Khmelnytskyi it is 1.8 million UAH. Significant price increases were recorded only in Kharkiv (+26%) and in the cities of Khmelnytskyi, Chernihiv, and Poltava (+8–9%).

As for three-bedroom apartments, the cheapest can be purchased in:

  • Kherson – 1.1 million UAH
  • Zaporizhzhia – 1.3 million UAH
  • Sumy – 1.4 million UAH
  • Mykolaiv – 1.5 million UAH
  • Kharkiv – 1.8 million UAH

In Dnipro and Kropyvnytskyi, the price reaches about 2 million UAH, in Khmelnytskyi – 2.1 million UAH, and in Poltava – 2.2 million UAH. Chernihiv ranks last in the availability of three-bedroom apartments with a median price of 2.3 million UAH.

“Geographical location and the security situation are significant factors affecting housing prices. Analyzing the real estate market in Eastern and Southeastern Ukraine, we can conclude that apartment prices have changed insignificantly. The only city with noticeable growth is Kharkiv. Following this, the list of cities with more affordable housing includes: Dnipro, Kropyvnytskyi, Khmelnytskyi, Poltava, and Chernihiv,” the study states.

Overall, the real estate market in the eastern and southeastern regions of Ukraine demonstrates price stability, except for Kharkiv, where there is a noticeable increase in housing costs across all categories of apartments.
