The Ukrainian hotel sector is undergoing significant transformations, actively responding to changes in tourist flows and the geography of investments. Among the key trends are the emergence of new hotels, the expansion of operators’ activities, and a focus on development in the safe regions of the country.

Recovery of the Industry and Dynamics of Domestic Tourism

Recent studies indicate that the recovery of the hotel industry in Ukraine is uneven but steady. The primary focus is on domestic tourism, as well as the implementation of flexible accommodation models. These factors make hotel real estate attractive to investors in the long term, ensuring regional diversification and strategic positioning after the end of martial law.

Over the past year, the number of taxpayers operating in the tourism sector has increased by 7%. However, this figure still remains 20% lower than in 2021. At the same time, revenues from the tourist tax have risen by 23%, reaching 273 million hryvnias. Hotels contribute significantly to the budget, accounting for 66.5% of all revenues in this sector.

Return of Foreign Tourists and Growth of Hotel Development

A positive trend has been the gradual return of foreign visitors. In 2024, over 2.5 million foreigners visited Ukraine, which is 4.1% more compared to the previous year.

There has also been significant development of hotel infrastructure in the safe and recreational regions of western Ukraine. The opening of new facilities and the resumption of operations of existing hotels have contributed to an increase in the number of collective accommodation facilities – this figure has grown by 96 facilities over the year.

For investors, this is a signal: hotel real estate in Ukraine is a promising asset – in terms of long-term profitability, regional diversification, and strategic positioning after victory.

In 2025, there is an observed strengthening of the role of national hotel operators, who focus on regional centers, resort, and recreational areas considered the safest for tourists and business.
