Real Estate and Vehicle Registration for Children in Ukraine Will Become Easier

President Volodymyr Zelensky signed law No. 4824-IX, which significantly changes the procedure for minors acquiring property. Now, the processes for transferring real estate or vehicles as gifts to children have been greatly simplified — approval from guardianship authorities is no longer required.

Main Innovations of the Law

Previously, to gift a child an apartment or a car, one had to obtain special permission from the guardianship council. This process could take several weeks and created additional bureaucratic difficulties. From now on, only a notarized consent from the parents or legal representatives is required, which significantly speeds up the registration process.

The simplification applies to three main types of property:

  • real estate,
  • unfinished construction projects,
  • vehicles.

The new rules apply to cases of gifting or privatizing housing that the child is already effectively using.

Registration Features Depending on the Child’s Age

For children under 14 years old, all documents are signed by the parents, and notarized consent must be obtained from both. Teenagers aged 14 to 18 can participate in signing documents, but only with written notarized consent from their parents.

The law also provides exceptions in cases where one parent is unavailable — for example, if they are in captivity, missing, interned, or have not been involved in the child’s upbringing for more than six months. In such situations, property registration is possible without their participation.

What Has Not Changed in the Property Disposition Procedure

The simplified procedure only concerns the acquisition of property by children. If parents plan to dispose of property already registered in the child’s name — for example, selling, exchanging, or pledging it — the requirement to obtain permission from the guardianship authority remains in effect. This is aimed at protecting the property and housing rights of minors.

“The easing pertains exclusively to the acquisition of property. The reverse situation, where parents want to dispose of property that already belongs to the child (sell, exchange, or pledge it), is regulated the old way. Permission from the guardianship authority remains mandatory in such cases, as it protects the property and housing rights of the minor.”

The law will come into force one month after its official publication. It is worth noting that from January to March 2026, revenues to the state budget from property tax amounted to 2.9 billion UAH, which is 14.5% more compared to the same period last year.
