Dynamics of the Land Market in Ukraine: Prices, Number of Transactions, and Regional Leaders in 2025

Since the opening of the land market in Ukraine in July 2021, over 330,000 purchase and sale agreements for land plots have been concluded. During this period, more than 636,000 hectares were sold for a total of 30.4 billion UAH, and the average price per hectare increased by 60% — reaching 60.7 thousand UAH as of June 2025.

Stages of Land Market Development and the Impact of War

The first months after the launch of the land market were marked by high activity — in July 2021, over 2,000 agreements were signed, and the average price per hectare reached 95.7 thousand UAH. However, over time, the excitement diminished: the number of transactions increased, while the average price fell to 33.7 thousand UAH in December 2021.

The onset of full-scale war significantly affected the market: in May 2022, only 323 agreements were concluded. Recovery began in the summer of the same year, but the number of transactions remained low — not exceeding 4.6 thousand per month, which is three times less than at the end of 2021.

In 2023, the market gradually stabilized: the monthly number of transactions rose to 4–7 thousand, and the average price increased from 39 thousand UAH/ha at the beginning of the year to 42 thousand UAH/ha by the end.

Changes in the Market After 2024 and Regional Structure

From 2024, the land market became open to companies, which positively impacted the overall dynamics; however, the expected surge in activity did not occur. This is likely due to restrictions for companies with foreign capital — half of the top 10 agricultural companies according to the OpenDataBot Index for 2025 have foreign owners.

Since March 2024, the number of concluded agreements has exceeded 9,000 per month, and the total transaction volume has surpassed 1 billion UAH. The price per hectare in 2024 ranged from 43 to 52 thousand UAH.

“As of the first half of 2025, the market shows growth. Compared to the initial period of the market launch (July-December 2021), the number of transactions has increased by 13%, and their total amount has nearly tripled: from 2.85 billion UAH to 8.22 billion UAH.”

The geographical distribution of prices indicates an increase in demand for land in the western regions, while frontline areas remain the most affordable. Overall, the land market is gradually recovering, with both the value and the number of transactions increasing.
