Costs for the Reconstruction of Ukrainian Roads to EU Standards Will Exceed €110 Billion

Ukraine is currently implementing a large-scale euro-integration program aimed at introducing technical and institutional standards for transportation connections between major cities and key nodes of the European Union. Such harmonization is a necessary condition for compliance with the requirements of the Trans-European Transport Network (TEN-T).

Key Requirements of TEN-T Standards

To meet EU standards, Ukrainian road infrastructure must be modernized. In particular, it is planned to create separate four-lane roads (two lanes in each direction) with a minimum width of 3.5 meters. This decision will enhance road safety, transportation efficiency, and the capacity of major highways. Additionally, there are plans to implement physical separation of directions, restrict access from secondary roads, and introduce further measures to optimize traffic flow.

Necessary Investments and Reconstruction Volumes

The total costs for bringing the Ukrainian part of the TEN-T network up to EU standards are estimated at approximately €110.6 billion. Of this amount, about €71.3 billion will be allocated for the reconstruction of the main TEN-T network, which spans 4,753 km. It covers key international transport corridors that are a priority for integration with European infrastructure.

Updating the extended network, which has a length of 2,619 km and provides connections between regional centers and border crossing points, will require an additional approximately €39.3 billion. It is worth noting that the calculated amount does not include potential additional costs for the construction of bridges, tunnels, transport interchanges, land issues, and environmental measures.

As part of euro-integration, Ukraine must implement specific technical and institutional standards for transportation connections between major cities and EU nodes to comply with the requirements of the Trans-European Transport Network (TEN-T).

Completion of these large-scale projects will allow Ukraine to integrate into the European transport space and enhance the level of safety and comfort for all road users.
