Business Confidence Index in Construction Rises: Companies Have Orders Secured for Half a Year

According to data from the State Statistics Service, in the third quarter of 2025, the business confidence indicator in the Ukrainian construction market increased by 2.5 percentage points compared to the previous quarter, reaching a level of “minus” 32.6%.

Changes in Orders and Company Expectations

The assessment of the current order volume shortage has also improved: the indicator decreased by 3.6 percentage points to “minus” 47%. Half of the surveyed enterprises (51%) consider the order volume insufficient for their operations, while 45% of respondents deemed it normal for this season. More than half of the companies (54%) expect an increase in prices for their services by the end of the quarter.

The average duration of the order portfolio in construction companies is six months, which corresponds to the level observed before the full-scale war began.

Dynamics of Construction Work and Market Structure

In the last quarter, 37% of market participants reported an increase in the volume of construction work performed, while 24% noted a decrease. Over the five months of 2025, the index of completed construction work in Ukraine overall decreased by 7.5% compared to the same period in 2024.

In the engineering construction segment, a significant reduction of 22.3% was recorded. Residential construction decreased by only 0.4%. Meanwhile, non-residential construction demonstrated significant growth of 21.6%. The share of new construction accounted for 45% of the total volume of work.
