In the third quarter of 2025, the debt of the population of Ukraine for housing and utility services decreased by 5.4% compared to the previous quarter, amounting to 100.8 billion UAH.

“Overall, in July-September 2025, Ukrainians paid 48.5 billion UAH for housing and utility services, which is 6.4% more than the accrued amount of 45.6 billion UAH.”
Structure of Debt by Types of Services
During the reporting period, the largest debts were formed for:
- the supply of thermal energy and hot water — 33.1 billion UAH;
- the supply and distribution of natural gas — 27.9 billion UAH;
- electricity — 16.5 billion UAH;
- centralized water supply and sewage — 10.4 billion UAH;
- management of apartment buildings — 9.5 billion UAH;
- waste management — 3.2 billion UAH.
Regions with the Largest Debts
The highest level of debt for housing and utility services was recorded in the following regions:
- Dnipropetrovsk region — 8.5 billion UAH;
- Donetsk region — 4.3 billion UAH;
- Poltava region — 3.2 billion UAH;
- Kharkiv region — 1.9 billion UAH;
- Kyiv region — 1.5 billion UAH;
- Odesa region — 1.1 billion UAH;
- Lviv region — 1 billion UAH;
- the city of Kyiv — 2.8 billion UAH.
Thus, the largest share of debts for utility services is held by residents of Dnipropetrovsk, Donetsk, and Poltava regions, as well as Kyiv.
