Army Reform in Ukraine: New Salaries and Special Contracts for Military Personnel

The President of Ukraine, Volodymyr Zelensky, announced a large-scale reform of the Defense Forces, set to begin in June of this year. The key focus is on revising the financial support for military personnel, implementing new contract terms, and establishing clear service timelines.

New Approaches to Military Payments

According to the updated concept, the main criterion for calculating monetary support will be the principle of fairness. The amount of payments will depend on the place of service, acquired combat and management skills, as well as the personal effectiveness of the military personnel. The minimum salary for rear positions will be no less than 30,000 hryvnias. At the same time, military personnel performing tasks on the front line will receive significantly higher compensation. Special attention is given to commanders, sergeants, and officers — for them, a “decent and significantly increased level of payments” is planned.

Special Contracts for Infantry

Ukrainian infantry soldiers serving in the most challenging areas of the front will receive special contracts with unprecedented financial motivation conditions. The payment amounts under these contracts will range from 250,000 to 400,000 hryvnias, depending on the complexity of the combat tasks performed. A detailed schedule for increasing payments and the mechanisms of the new contract system will be published next week after consultations with combat commanders are completed.

In addition to changes in financial support, the reform includes new approaches to personnel management — a phased release from service for those who were mobilized earlier, based on clearly defined time criteria.

It is worth noting that military personnel have the opportunity to purchase medications and other necessary goods with a 15% discount at the “Apteka Dobroho Dnya” and “1 Social Pharmacy” networks.
