The German government has approved the draft federal budget for 2025, as well as key financial indicators for 2026 and a long-term plan through 2029. According to the new budget decisions, the country’s defense budget will increase to 2.4% of gross domestic product this year. Additionally, Germany’s national debt is projected to reach €81.8 billion in 2025, significantly exceeding last year’s figure of €33.3 billion.

Significant support for Ukraine in the federal budget
In the approved budget for 2025, Germany plans to allocate €8.3 billion for military support to Ukraine. The total amount of financial assistance intended for Ukraine’s needs will be €11.3 billion. Finance Minister Lars Klingbeil emphasized Germany’s intention to invest in the country’s defense capabilities and security, which is a response to the growing threats from the Russian Federation.
“By 2029, Germany intends to increase defense spending to 3.5% of GDP — this aligns with new commitments within NATO.”
Funding for Ukrainian drones An-196
Separately, the German government has decided to finance the production of Ukrainian combat drones An-196. Over €100 million has been allocated for this program. This funding will enable Ukraine to produce several hundred long-range strike unmanned aerial vehicles capable of carrying combat payloads over distances exceeding 2,000 km. This will significantly enhance Ukraine’s defense potential in countering Russian aggression.
