A special working group has begun its work under the Ministry of Community and Territorial Development of Ukraine, focusing on preparing for the restoration of the functioning of Ukrainian airports. The relevant order was signed by the Deputy Prime Minister for the Restoration of Ukraine, Minister Oleksiy Kuleba.

Advisory Structure for the Restoration of Air Transportation
This working group operates as an advisory body to the ministry. Its main tasks include developing proposals for the resumption of civil aviation flights, as well as enhancing the security level of critical infrastructure related to air transportation. Discussions are expected to take place both remotely and in person. Following the meetings, participants will formulate recommendations for the ministry’s leadership regarding the launch of airports and the protection of civil aviation infrastructure after the large-scale aggression of the Russian Federation.
Composition and Leadership of the Working Group
The activities of the group are coordinated by the Deputy Minister of Community and Territorial Development, Serhiy Derkach. He also has the authority to involve representatives from government agencies, local authorities, enterprises, and relevant organizations with expertise in aviation. The group includes specialists from the State Emergency Service of Ukraine, the State Agency for Restoration and Development of Infrastructure, the Air Force of the Armed Forces of Ukraine, as well as the State Aviation Service of Ukraine.
Leaders of key enterprises in the aviation sector have also been invited to participate: the General Director of Boryspil International Airport, Oleksiy Dubrevskyi; the General Director of Kyiv International Airport, Volodymyr Kudak; the Head of Lviv International Airport named after Danylo Halytskyi, Tetiana Romanovska; and the Director of Ukraerorukh, Andriy Yarmak.
“The working group is tasked with preparing comprehensive proposals for the gradual restoration of civil air transportation in Ukraine, taking into account security risks and the need to protect strategic infrastructure in wartime conditions.”
The outcome of the group’s activities will be recommendations for the phased launch of airports, considering current security challenges and the strategic importance of Ukrainian aviation infrastructure.
It is worth noting that in 2025, the Polish national airline LOT announced its readiness to resume flights to Ukraine within six weeks after the establishment of stable peace and official recognition of the safety of Ukrainian airspace. Other airlines have also reported intentions to return to the Ukrainian market after the war ends.
