Presentation for Investors on the Concession of the Port of Chornomorsk to be Held in Brussels

A special event for potential investors interested in the concession of the container terminal at the Port of Chornomorsk will take place in Brussels on January 27. The European Commission is the initiator of the meeting, and representatives from the Ministry of Community and Territorial Development of Ukraine will participate.

Conducting the Competition and Selection Stages

As reported, the application process for participation in the competition for the concession of the container terminal at the Port of Chornomorsk has been ongoing since December 20. The deadline for submitting documents is March 4. Following this, the competition commission, which includes representatives from relevant ministries, the local community of Chornomorsk, and trade unions, will compile a list of prequalified participants who will be invited to the next stages of selection.

The selection will occur in three stages. In the first stage, participants will be assessed for compliance with key requirements, including financial capacity, experience in managing large logistics facilities, modernization of port infrastructure, and the absence of connections with the aggressor country, sanctioned companies, or offshore structures.

Further Progress of the Competition

After prequalification, all admitted participants will receive a draft of the competition conditions and partnership agreement for review, comments, and suggestions. Based on the analysis of the feedback, the competition commission will approve the final documents, which will serve as the basis for preparing and submitting competitive proposals.

Participants who advance to the competitive dialogue stage will submit their proposals, which will be evaluated based on technical and financial criteria. The winner of the competition will sign a contract with fixed, unchangeable conditions.

Additionally, a recent meeting took place at the American Chamber of Commerce in Ukraine, where representatives of the Ministry of Development discussed the implementation of public-private partnerships at the Port of Chornomorsk with Ukrainian and international businesses.

“We have launched a transparent procedure for selecting an investor — this is a clear signal of Ukraine’s openness to investment and the irreversibility of reforms in the port sector. For the community, this means stable port operations, new development opportunities, and a predictable future for the region,” noted Shkrum.
