Who Can Receive Up to 1 Million Hryvnias in Compensation for War Losses

In Ukraine, citizens who have suffered due to hostilities or lost loved ones as a result of the armed aggression of the Russian Federation have the right to receive a one-time monetary assistance. The amount of such assistance ranges from 200,000 to 1 million hryvnias, depending on the circumstances and the degree of health loss.

Who is Eligible for Monetary Assistance

According to the current government resolution, the right to one-time compensation is granted to:

  • individuals who have sustained injuries, concussions, disabilities, or other health impairments due to hostilities, shelling, explosions, or other hostile actions;
  • family members of individuals who died as a result of the armed aggression of the Russian Federation against Ukraine.

The payments are designated not only for military personnel but also for civilians who were performing official duties during hostilities: doctors, utility workers, energy workers, and local government employees.

Amount of Compensation and Application Procedure

The amount of one-time assistance depends on the degree of health loss or the fact of death:

  • 1,000,000 UAH – in the case of a person’s death;
  • 800,000 UAH – for individuals with Group I disabilities;
  • 500,000 UAH – for individuals with Group II disabilities;
  • 200,000 UAH – for individuals with Group III disabilities.

To receive the payment, it is necessary to submit an application in person at any service center of the Pension Fund of Ukraine or online through the PFU electronic services web portal, and later – via the Diia app (after the service integration is completed). The application should be accompanied by documents confirming the health impairment (conclusion from the Medical and Social Expert Commission) or the fact of death, as well as identification documents and documents certifying family ties (in the case of family members applying).

In addition to one-time monetary assistance, individuals affected by the war can also expect:

  • medical and psychological rehabilitation;
  • provision of means for restoring functions (prosthetics, orthotics, wheelchairs, etc.);
  • compensation for property loss (in some cases – with the support of international partners);
  • sanatorium and resort treatment for individuals with disabilities and family members of the deceased.

All social services are provided within the framework of the National Accounting System for victims of armed aggression by the Russian Federation. Currently, work is underway to create an electronic register that aims to automate the compensation process for citizens.
