The Budget Declaration for 2026–2028 includes a number of significant fiscal changes aimed at increasing state budget revenues. In particular, it is planned to raise certain taxes and revise approaches to banking secrecy for tax authorities.

New Taxes and Changes in Fiscal Policy
According to the document, the Ministry of Finance expects to adopt the relevant legislative changes as early as 2025, in order to start collecting additional taxes from the following year. It is estimated that these measures will allow an additional 48.5 billion UAH to be attracted to the budget in 2026 and 28 billion UAH in 2027 and 2028.
Among the announced initiatives is the introduction of taxation on platforms, known as the “OLX tax,” as well as the introduction of an excise tax on sweetened and carbonated beverages. Furthermore, there are plans to improve mechanisms for collecting tax arrears.
“Regarding plans to raise taxes, here is your confirmation in the original Budget Declaration for 2026-2028. Thus, the Ministry of Finance plans to adopt it in 2025 so that taxes can be collected from the following year,” he stated.
Relaxation of Banking Secrecy for Tax Authorities
The declaration also notes the Ministry of Finance’s intentions over the next three years to either abolish or significantly relax banking secrecy for tax authorities. This will allow tax officials to gain extrajudicial access to information about the movement of funds in taxpayers’ accounts, aimed at strengthening control over compliance with tax legislation.
The Cabinet of Ministers has already approved the Budget Declaration for 2026–2028. The document considers two possible scenarios for developments in Ukraine starting in 2026: the first anticipates an improvement in the security situation, while the second foresees the continuation of full-scale aggression by the Russian Federation in 2026.
In the event of the basic scenario with a ceasefire in 2026, the government will face the task of maintaining the country’s defense capability. Projected state budget expenditures for security and defense will amount to: 1.817 trillion UAH in 2026, 1.439 trillion UAH in 2027, and 1.384 trillion UAH in 2028.
