In the first half of 2025, around 318,000 Ukrainian subscribers used the mobile number portability (MNP) service to switch from one operator to another. The highest number of users chose to switch to lifecell, although telecommunications market experts express doubts about this operator’s continued ability to consistently attract new customers from competitors.

Dynamics of Subscriber Migration and the Impact of Promotions
As noted by the technical community of the telecommunications market “MZU – Mobile Communication of Ukraine”, the difference between the number of subscribers who left an operator and those who joined does not exceed 0.1% of the total base of each mobile provider. This indicates a high level of market stability, despite user activity in number portability.
“January was marked by the continuation of December’s trend of rapid migration of ‘Kyivstar’ subscribers to the lifecell network. However, by February, with the conclusion of the ‘STOP Price’ promotion, the situation stabilized. Moreover, it is interesting that lifecell will offer its subscribers something at the end of the year (when the promotional discounts end)” – the message states.
Popularity of the MNP Service Among Ukrainians
Despite the significant number of ported numbers, the MNP service has still not gained mass popularity among the population. Experts emphasize that the total number of Ukrainians who decided to change operators with number portability remains small compared to the overall subscriber base.
Overall, MNP remains an additional option for users, but it has not become a widespread phenomenon in the Ukrainian mobile communication market in 2025.
