The ‘eOselya’ Program: Over 18,000 Ukrainians Have Received Mortgages Totaling Over 30 Billion UAH

The state mortgage lending program ‘eOselya’ continues to actively develop in Ukraine. Since its inception, over 18,000 citizens have already taken advantage of the opportunity to obtain housing loans, with the total amount of issued mortgages exceeding 30 billion UAH. The most active participants in the program have been military personnel and security sector representatives, who have secured 9,331 loans.

Profile of Mortgage Program Participants

The age of the vast majority of loan recipients ranges from 26 to 35 years, accounting for about 45% of all applicants. Another 33% are Ukrainians aged 36 to 45 years. This trend indicates the interest of young and active citizens in improving their housing conditions with state support.

Housing Choices: New Constructions and Apartment Sizes

As noted by Prime Minister Yulia Svyrydenko, in 2025, the share of purchased apartments in new constructions significantly increased. If in 2024 this figure was 33%, by 2025 it had reached 60%. Ukrainians predominantly choose medium-sized apartments: 39% of loans were issued for housing ranging from 50 to 73 square meters, and another 39% for apartments smaller than 50 square meters.

In total, over 1 million square meters of housing have been purchased under the ‘eOselya’ program. Of these, 11,466 loans were issued for secondary market properties, while 6,632 were for ‘first sale’ housing. In the latter category, 1,449 loans were secured for apartments in buildings that are still under construction.

‘Ukrfinzhytlo’ has approved a Strategic Development Plan for 2025–2029, which aims to scale up the ‘eOselya’ program and issue 70,000 mortgage loans over 5 years.

The updated housing lending development strategy involves changing the approaches to implementing the ‘eOselya’ program and transitioning to a compensation model for mortgages. This is expected to provide even more opportunities for Ukrainians to acquire their own housing on favorable terms in the coming years.
