Verkhovna Rada Approves the Creation of a Payment Agency to Support Farmers

The Verkhovna Rada of Ukraine voted to establish a Payment Agency that will provide financial support to Ukrainian farmers based on European standards. This decision marks an important step towards integrating Ukraine’s agricultural sector into the common agricultural policy of the European Union.

Key Functions and New Systems for Farmers

The bill stipulates that the Payment Agency will be an independent institution responsible for the distribution, administration, and monitoring of financial assistance in the agricultural sector. The establishment of this structure is a prerequisite for harmonizing Ukrainian legislation with EU norms in the agricultural field. Additionally, the bill is part of the Ukraine Facility program, aimed at modernizing and developing the country’s agricultural sector.

Innovative Digital Solutions for the Agricultural Sector

In addition to creating the Payment Agency, the document proposes the implementation of several modern systems for effective agricultural management. In particular, it refers to the Integrated Administration and Control System (IACS), the Agricultural Data System (ADS), and a digital agricultural data database that will enable quality monitoring of the development of farming communities. The launch of these systems is scheduled for 2027.

The Verkhovna Rada voted to create a Payment Agency for farmers, which was a requirement of the EU and a step towards integrating Ukraine into the common agricultural policy of the union.

It is noteworthy that the parliament was only able to pass this important bill on the second attempt.
