New financial inflows and their purpose
According to the Ministry of Finance, the ERA initiative provides for the allocation of 50 billion dollars to Ukraine from future revenues generated by frozen assets of the Russian Federation. Of this amount, the EU’s contribution amounts to 18.1 billion euros, and the total financial assistance that Ukraine has already received from the European Union has reached 8 billion euros.
Finance Minister Serhiy Marchenko noted that the funds received will be used to finance priority social and defense expenditures of the state budget, support macroeconomic stability, and restore the country’s critically important infrastructure. He emphasized:
“This is an important and timely investment in strengthening Ukraine’s financial resilience, enhancing our ability to counter the aggressor, and ensuring the proper functioning of social services. I am grateful to our EU partners for implementing this mechanism.”
Government plans and next steps
Prime Minister Denys Shmyhal emphasized that the government is directing the new tranche towards enhancing the country’s resilience and accelerating its recovery. He also noted that the ERA initiative is already demonstrating positive results; however, Ukraine seeks further progress on the issue of utilizing frozen Russian assets. At the upcoming URC-2025 conference, Ukraine calls on partners to jointly develop legal mechanisms for the full confiscation of all Russian assets for the benefit of the Ukrainian people.
The G7 ERA mechanism provides for the allocation of approximately 50 billion dollars to Ukraine in the form of loans secured by revenues generated from frozen sovereign assets of the Russian Federation. These funds are directed towards financing the state budget, meeting military needs, and restoring the destroyed infrastructure.
