The Head of the President’s Office, Kyrylo Budanov, stated that even in the event of an immediate end to hostilities, Ukraine will still face significant challenges in the energy sector due to the extensive destruction of infrastructure caused by the war.

The Energy System Has Suffered Significant Losses
During his speech at the 18th Kyiv Security Forum, Budanov emphasized that over the years of war, the country’s energy system has sustained serious damage:
“In fact, over all these years of war, our energy system has suffered very significant destruction and considerable losses. Therefore, we have reached a point where even if we were to end the war right now, just today, if nothing is done, we will still face enormous problems because many facilities have simply ceased to exist in the energy system. Thus, we need to hurry and work intensively before autumn. Since the factor of hostilities is taken as a basis, we have time until autumn.”
Preparation for the Autumn-Winter Period
Budanov stressed that with the onset of cold weather and the possible continuation of the war, Russia may continue to strike energy facilities. That is why it is essential to concentrate efforts now on strengthening the protection of energy infrastructure and increasing generating capacities.
He noted that active work is currently underway to accomplish these tasks. Budanov emphasized that despite the enormous losses and the challenging upcoming season, Ukraine will be able to endure these trials.
In the regions of the country, over 50% of the preparatory work has already been completed as part of the implementation of resilience plans for the upcoming heating season. Strengthening energy security and restoring destroyed infrastructure remain priority tasks for the government and energy professionals.
