An incident that drew public attention occurred in the village of Strumivka, Lutsk district, Volyn region. On April 23, a video surfaced on social media showing an attempt to detain a man near Lutsk. During his escape from representatives of the Territorial Center for Recruitment and Social Support (TCC) and the police, the man climbed onto the roof of a private house, from which he later fell.

Local Telegram channels showcased a video recording showing a group of people in military uniforms on the roof of a private residence along with the man who was being detained. After the fall, he was taken to a minibus. Social media also reported that one of the soldiers in a balaclava allegedly threatened witnesses who were filming the incident.
Residents of the village claim that TCC employees entered private property and used a ladder to climb onto the roof where the man was located. The widespread sharing of the video sparked significant public outcry and discussion in regional communities.
Official Position of the TCC
After the video appeared online, TCC representatives provided their version of events. According to them, the incident occurred as part of population notification measures conducted jointly with the police in the village of Strumivka. The man, who was to be checked, ignored the demand to stop, left his vehicle, and fled into the yard of a private house, where he hid on the roof.
The TCC noted that the man admitted his intention to avoid communication with the center’s representatives, as he was wanted for violating military registration rules. He was taken to the territorial recruitment center for a military-medical commission. According to official information, the fall did not result in serious injuries.
“According to the department’s information, the man who was stopped for verification did not comply with the demand to stop, after which he left the vehicle and fled onto the territory of a private property, where he climbed onto the roof of the building.”
Earlier in Kropyvnytskyi, during similar notification measures, an incident occurred when a driver hit a TCC and SP serviceman, carrying him on the hood, resulting in injuries.
