Ukrainian mobile operators have significantly strengthened measures to combat unwanted phone calls. Since October 2025, they have managed to identify and block around 100,000 phone numbers from which advertising or automated calls were made without the consent of subscribers.

How subscribers can help block spam numbers
Every mobile user has the opportunity to contribute to cleaning the phone space from spam. To do this, it is necessary to:
- report a suspicious number to the operator;
- leave a request on the government hotline;
- file a complaint with the relevant regulator online.
Signs that lead to number blocking
Before blocking, operators carefully analyze the activity of suspicious numbers. In particular, numbers that:
- ignore return calls from subscribers;
- use automated recordings instead of live conversations;
- make short or “empty” calls;
- function exclusively for mass call distributions;
- call a large number of different users;
- regularly receive complaints from subscribers.
It is also reminded that the government has allowed mobile operators to involve employees of utility companies in servicing base stations, which became possible thanks to a special digital course on the “Diia.Education” platform. This initiative trains specialists to work with generators, ensuring stable communication even during prolonged blackouts.
