Demand for Underground Industrial Parks in Ukraine is Rising Due to War Risks

Amid the ongoing war in Ukraine, there is a significant increase in interest in the establishment of underground industrial parks designed to ensure greater safety for production processes. According to Dmitry Kisylevsky, a representative of the Verkhovna Rada Committee on Economic Development, this approach is seen not only as a temporary solution during the hostilities but also as a promising strategy for the further development of the industry after the war, considering the persistent threats from the Russian Federation.

Advantages and Challenges of Underground Industrial Parks

Kisylevsky stated that the practical aspects of implementing this idea are currently being actively discussed. Among the key issues are the cost of constructing underground facilities, the necessary depth of shelters, their ability to withstand missile strikes, and sources of funding in the initial stages. At the same time, the main problem remains the willingness of businesses to invest in such parks or lease spaces, as the cost of underground facilities will significantly exceed that of traditional above-ground premises.

He noted that the idea of underground parks is attractive not only during the war but also after it, considering the risks associated with the aggressiveness of the Russian Federation.

Local Community Initiatives and Economic Impact

Some Ukrainian communities have already expressed interest in creating underground industrial parks, ready to allocate land for this purpose and participate in co-investment. However, not all of the over 100 industrial sites registered by the Cabinet of Ministers demonstrate effective operation. Nevertheless, a positive example can be seen in the city of Perechyn in Transcarpathia: after the establishment of an industrial park and the relocation of enterprises, the local budget increased from approximately 70 million UAH in 2021 to nearly 230 million UAH in just ten months of 2025.
