From January to September 2025, there has been a significant increase in the volume of new housing construction in Ukraine. During this period, the total area of residential buildings for which construction permits were issued reached 4.39 million square meters, which is 48.4% more compared to the same period in 2024.

Regional Leaders in Housing Construction
The highest growth rates are demonstrated by the Kyiv region, where 2.3 million square meters of new housing have been declared, equivalent to 21,200 apartments. This is 142% more than in 2024. The Lviv region also showed a significant increase in volume — 816,500 square meters (10,900 apartments) are planned, which is 63.6% higher than last year’s figure. In the Ivano-Frankivsk region, the area of new housing reached 344,200 square meters (5,500 apartments, +8.2%), in the Zakarpattia region — 368,700 square meters (4,700 apartments, +26.1%), and in the Volyn region — 176,300 square meters (4,000 apartments, +25.3%).
National and Kyiv Dynamics
A significant increase has also been recorded in the capital. In the first nine months of 2025, housing construction was initiated in Kyiv with a total area of 449,600 square meters, which corresponds to 5,200 apartments. This is 36% more than in the same period of the previous year.

In comparison, in 2024, the total area of new housing construction across Ukraine decreased by 7.2% to 3.9 million square meters. This occurred against the backdrop of a gradual market recovery after a sharp decline in 2021, when 12.7 million square meters of new housing were constructed.
