Changes have been made to the ‘eRecovery’ program in Ukraine, allowing internally displaced persons (IDPs) who have lost their homes in temporarily occupied territories to receive state assistance of up to 2 million UAH.

New opportunities for IDPs: main conditions of the updated program
As reported by Prime Minister Yulia Svyrydenko, the first to benefit from the updated program will be IDPs with combatant status (UBD) and individuals with disabilities caused by the war. The program will launch two months after the official publication of the relevant resolution. Applications for assistance can be submitted through the Diia app, and later — at administrative service centers (CNAAP) or through notaries.
Applications will be verified automatically using state registers, and the review of applications will take no more than 30 days.
Housing vouchers: how the mechanism will work
Deputy Prime Minister for the Restoration of Ukraine — Minister of Community and Territorial Development Oleksii Kuleba explained that the state will provide housing vouchers — electronic documents that will be recorded in the State Register of Damaged and Destroyed Property. Each voucher allows for up to 2 million UAH for one person or family.
The obtained voucher can be used for:
- purchasing an apartment or house, or investing in its construction;
- paying the down payment or repaying a mortgage loan.
“We already have agreements with international partners for 180 million dollars. These are the first 3,700 families who will receive payments,” Kuleba stated.
Previously, IDPs whose homes remained in temporarily occupied territories could not participate in compensation programs due to the inability to inspect the property. Now the state offers a new support pathway that allows for the purchase of housing in safe regions of the country.
Assistance will not be provided to individuals who own other real estate in the controlled territory of Ukraine (except for regions where hostilities are ongoing), as well as to those who have already received compensation or housing from the state. Applications will not be considered from individuals who are under sanctions or have criminal records.
