A new state initiative called “Made for Victory” has been launched in Ukraine, which allocates ₴1 billion to support national manufacturers of components for weapons and military equipment. The funding for the program is provided from the state budget and is implemented through grant financing for manufacturing enterprises.

The grant funds can be used for the purchase, delivery, installation, and commissioning of production equipment, as well as for the implementation of new software. The maximum grant amount is ₴8 million. The program also includes co-financing: the state covers 50% of the costs, while the remaining 50% must be provided by the manufacturer. For companies engaged in drone production and enterprises located in frontline regions, preferential conditions apply — the state covers 80% of the project cost.
Main Conditions of the Program
Among the main conditions for using the grant are the creation of at least five new jobs and the repayment of the grant funds within three years through tax payments. This will ensure sustainable development of the defense sector and support for the national economy.
Defense Companies and Financing
According to reports, last year Ukrainian defense companies received seven preferential loans at 5% interest for a total of ₴463 million. To date, over 10 loans have already been approved for issuance, and more than 70 applications are under consideration. The program also aims to attract up to ₴100 million for working capital and up to ₴500 million for investment projects, which will significantly strengthen Ukraine’s position in the defense industry.
