Social Assistance for Pensioners Without Work Experience in April 2025

In April 2025, Ukrainian pensioners who do not have sufficient work experience can expect social assistance instead of a pension. The state provides this assistance to those who do not meet the necessary work experience required for retirement, which is an important aspect for individuals who have reached retirement age.

To receive a social pension, an individual must not be receiving other types of pensions or social benefits, such as compensation for health damage at work or assistance for persons with disabilities from childhood. This type of assistance is allocated regardless of the number of years of work experience.

How Social Pension Without Work Experience is Calculated

Starting from January 1, 2025, the social pension is calculated as the difference between the average monthly income of the family per member over the last six months and the minimum subsistence level for persons who have lost their ability to work, which currently amounts to 2361 UAH. It is important to know that the Cabinet of Ministers’ resolution N632 specifies which incomes are taken into account in the calculations.

Lawyer Olena Voronkova provided an example of calculating the social pension. In a family where the husband receives the minimum pension of 2361 UAH and works with a salary of 8000 UAH, the total income over six months will amount to 62166 UAH. The average monthly income per person will be 5180.5 UAH. The difference between this income and the minimum subsistence level will be 2819.5 UAH, which will be the amount of the social pension for age.

“However, if this amount exceeds the maximum established amount – 3028 UAH (minimum subsistence level for a working person), then the individual would receive the specified maximum amount, not a higher one,” explains the lawyer.

Conditions for Receiving Social Assistance

For single pensioners, the social pension should be 30% of the minimum subsistence level, which equals 978.3 UAH. If an individual receives less than 2361 UAH, their income will be supplemented to this level through monthly state targeted assistance.

For families with income, social assistance is calculated using the formula mentioned earlier, depending on the total family income and the minimum subsistence level for the non-working. If an individual is under state care, they will receive 20% of the minimum subsistence level for the non-working.

The social pension is reviewed every six months, allowing the assistance to be adjusted to changes in financial conditions and inflation.
