In Ukraine, there is a significant increase in the number of officials declaring ownership of cryptocurrency. Over the past year, the number of such declarations has risen by 10%, and since the beginning of the full-scale aggression by Russia, it has increased by 2.2 times. The representatives of the National Police of Ukraine most frequently declare virtual assets.

According to data from OpenDataBot, in 2024, 2113 civil servants declared cryptocurrencies, which is 196 more than in 2023, when there were 1917. In 2021, before the start of the large-scale war, the number of such declarations was 970. Almost one in seven declarations (322 or 15%) belongs to employees of the National Police of Ukraine.

Other law enforcement agencies and civil institutions are also actively declaring crypto assets: the prosecutor’s office — 240 declarations, courts — 227, city councils — 119, the Armed Forces of Ukraine — 77, the National Anti-Corruption Bureau of Ukraine — 38.
Kyiv and the surrounding region remain leaders in the number of submitted crypto declarations, registering 582 and 185 documents respectively. Other regions lag behind: Kharkiv region — 172, Dnipropetrovsk region — 167, Lviv region — 133.
Popular Cryptocurrencies Among Civil Servants
Among the crypto assets most frequently declared by officials, Tether (USDT), Bitcoin (BTC, XBT), and Ethereum (ETH) lead the way. Tether appears in 802 declarations, while Bitcoin and Ethereum are declared 731 and 713 times respectively. It is worth noting that multiple assets can be listed in a single declaration.
Currently, the largest amounts of cryptocurrency among Ukrainian officials belong to:
- Oleg Bondarenko, head of the Verkhovna Rada Committee on Environmental Policy — 80 BTC (equivalent to 279.4 million UAH);
- Serhiy Maizel, people’s deputy — 200 ETH (equivalent to 15.5 million UAH);
- Vitaliy Brovko, head of the department at the Office of the Prosecutor General — 847,908 USDT (about 35 million UAH).
However, some officials had the chance to become the largest cryptocurrency holders, but they reported losing access to their assets. For example, Roman Saramaha, deputy head of the State Service of Geology and Mineral Resources, indicated that he lost the keys to 380.95 BTC, which as of April 1, 2025, amounts to 1.33 billion UAH. Ihor Osipov, a deputy of the Podil District Council of Odesa region, also reported losing the keys to a crypto wallet containing 1800 ETH (over 140 million UAH).
