The High Anti-Corruption Court of Ukraine has determined a preventive measure for former Energy Minister Herman Halushchenko. The judge ruled to keep the ex-official in custody for two months, until April 15, with the possibility of posting bail in the amount of 200 million hryvnias.

Conditions of the Preventive Measure for Halushchenko
If bail is posted, Herman Halushchenko is prohibited from leaving the borders of Kyiv and the Kyiv region, as well as from contacting individuals involved in the case: Mindich, Tsukerman, Mironyuk, and Basov. Additionally, he is subject to a number of obligations:
- to wear an electronic bracelet and appear before a detective, prosecutor, or investigating judge upon first request;
- to inform law enforcement about any change of residence;
- to surrender all passports for traveling abroad and other documents that allow crossing the border of Ukraine for safekeeping to the state authorities.
Prosecutors requested a bail amount of 425 million hryvnias; however, the court partially granted their request, setting the amount at 200 million. When asked by the judge about the amount the ex-minister was willing to post, Halushchenko stated:
“I could find about 30 million.”
Herman Halushchenko expressed disagreement with the bail amount and intends to appeal this decision. He also denied information about paying for his son’s education at a Swiss college, explaining that these expenses were covered by relatives and his godfather, adding that among his godparents “they are all wealthy.”
Details of Halushchenko’s Case
On February 15, 2026, Herman Halushchenko was detained by NABU detectives while attempting to leave the territory of Ukraine. Investigators believe he is involved in the “Midas” operation, related to the embezzlement of funds at the company “Energoatom.” Halushchenko has been charged with crimes under part 2 of Article 255 and part 3 of Article 209 of the Criminal Code of Ukraine.
On February 16, the High Anti-Corruption Court reviewed the legality of the former minister’s detention. Halushchenko served as Minister of Energy from 2021 to 2025 and held the position of Minister of Justice from July 17 to November 19, 2025. On November 19, the Verkhovna Rada dismissed Halushchenko from the position of Minister of Justice along with Energy Minister Svitlana Hrynchuk amid a corruption scandal in the energy sector.
The NABU operation named “Midas” concerns large-scale corruption in the energy sector. The investigation believes that businessman Timur Mindich is a co-organizer of this scheme.
