The Cabinet of Ministers has made a decision to allocate over 2.4 billion hryvnias for additional funding of important infrastructure needs in the frontline regions of Ukraine. The majority of these funds will be directed towards road maintenance and fuel supply for generators, which is crucial for the continuous operation of logistics, humanitarian, and sanitary services in areas affected by hostilities.

Support for Roads and Local Budgets
In particular, 665.3 million hryvnias has been allocated for the purchase of fuel for nine frontline regions. An additional 1.8 billion hryvnias from the reserve fund will be used for the maintenance of critical roads in Kharkiv, Mykolaiv, Odesa, and Kherson regions. These measures are a response to numerous requests from the Armed Forces of Ukraine, as these transport arteries are key to meeting the needs of both military and civilian populations.
Additionally, the government has distributed 1.6 billion hryvnias in subsidies to support local budgets in frontline regions in the fourth quarter of this year. This will strengthen the financial stability of local government bodies and ensure their effective operation in conditions of heightened risks.
Continuation of Business Support Programs and Compensation
Prime Minister Yulia Svyrydenko announced the continuation of state support programs for entrepreneurs in frontline regions. In particular, the “Made in Ukraine” program will operate at least until 2026. Furthermore, 18 billion hryvnias have been allocated for the Entrepreneurship Development Fund, which will be directed towards the popular “Affordable Loans 5-7-9%” program. Funding will also be provided for programs that partially compensate the cost of agricultural machinery, equipment, as well as grants for the development of the processing industry.
“We are adapting the components of ‘Made in Ukraine’ to the needs of frontline businesses. One such program is grants for the restoration of processing enterprises damaged by shelling. A maximum of up to ₴16 million can be obtained,” Svyrydenko reminded.
Since the beginning of this initiative this year, 15 applications for assistance have already been approved. Additionally, the state budget includes funding for a program to insure war risks, which is particularly important for industrial enterprises in frontline regions.
