Ukraine has received the final tranche of €30 million from the Council of Europe Development Bank (CEB) as part of the implementation of the HOME project to compensate citizens who lost their homes due to Russian aggression. The funds have already been transferred to a special fund of the state budget, allowing for the completion of financing for the entire planned amount – €200 million for all HOME projects.

Compensation Mechanism and Target Audience of the Program
As part of the HOME initiative, affected individuals, including combat veterans, people with disabilities who suffered due to the war, families of deceased veterans, and large families, have the opportunity to receive compensation for destroyed or damaged housing. Compensation is provided in the form of housing certificates, which entitle recipients to purchase new accommodation. Last year, Ukraine already received €100 million from the CEB for payments under this program.
Project Implementation and Regional Results
As of December 2025, nearly 4,700 housing certificates have been issued under the program, enabling over 10,000 Ukrainians to secure new homes. The latest tranche of €30 million will allow for the financing of approximately 800 more such certificates for affected families.
The issue of housing loss is particularly acute in the Kherson region, where, since the onset of the full-scale Russian aggression, over 35,600 private houses and more than 1,600 apartment buildings have been damaged or destroyed. The region has a program called “eRecovery,” under which over 7,700 families have already received compensation totaling more than ₴3.8 billion.
The funds have already been transferred to the special fund of the state budget. Thus, Ukraine has received all €200 million planned for the HOME projects.
