The Cabinet of Ministers of Ukraine continues to implement the strategy of attracting investments to national seaports through public-private partnership mechanisms. Among the key steps is the conduct of a concession competition for two terminals of the Chornomorsk seaport.

Plans for Concession at the Chornomorsk Port

By the end of December 2025, the government plans to officially announce a competition for the concession of the container and first terminals of the port. Additionally, a decision is expected regarding the possibility of granting a concession for the ferry complex.

Previously, the Ministry of Development reported that the concession would involve long-term cooperation for a period of 40 years. The potential throughput at these terminals could reach up to 760,000 twenty-foot equivalent containers annually, with a total cargo volume exceeding 5 million tons per year. The competition for selecting the concessionaire is planned to take place in 2026.

Details of the Competition and Business Interest

A concession is a contract that allows the state to temporarily transfer the right to manage, use, and develop facilities or enterprises to private companies on a paid and time-limited basis.

As noted, five major companies have expressed interest in the concession at the Chornomorsk port.

The competition is expected to stimulate the modernization of port infrastructure, promote an increase in cargo transportation volumes, and strengthen Ukraine’s position in the international maritime transport market.
