Single parents in Ukraine have the opportunity to apply for state assistance through the online portal Diia. To do this, it is necessary to fill out an application and attach the relevant documents. The amount of assistance depends on the family income. It is calculated as the difference between 100% of the subsistence minimum for a child of the appropriate age and the average monthly income of the family per person over the last six months.

According to Article 18-1 of the Law of Ukraine “On State Assistance to Families with Children,” single parents are considered to be the mother, father, or adoptive parent of a child who is not registered in marriage with the other parent of the child and independently provides for the child’s upbringing. An important criterion is the absence of a record of the father on the birth certificate or the presence of information entered based on the mother’s words. Such a note is made by the employees of the Civil Registry Office or another authorized body.
Application Submission Procedure
Single parents can submit an application for assistance without visiting social protection authorities. To do this, one needs to:
- log into the Diia portal and find the section “Assistance for a Child of a Single Mother or Father”;
- click “Submit Application” in the “Services” section and go through authorization;
- indicate the basis for receiving assistance;
- fill in information about the child for whom the assistance is being applied;
- add data about family members;
- fill in the section regarding income and property;
- attach the necessary documents;
- review the application and sign it with an electronic signature or Diia.Signature;
- send the application to the social protection authority.
Social Guarantees for Single Parents
In addition to the main financial assistance, single parents are entitled to additional social guarantees provided by law. According to the Tax Code of Ukraine, single parents are granted an increased tax social benefit, which is 150% of the basic benefit for each minor child.
Labor guarantees are also provided, including: when employed, a single father or mother cannot be subjected to a probationary period; the employer cannot refuse to hire due to the status of a single parent. In case of refusal, this can be challenged in court.
Single parents also have the right to additional paid leave, which includes unpaid leave lasting 14 calendar days. Single parents raising a child up to 14 years old or a child with a disability cannot be dismissed from work, except in cases of the liquidation of the enterprise.
Amount of Financial Assistance in 2025
In 2025, the amount of assistance will depend on the family’s income. The subsistence minimum for children will be:
- 2,563 hryvnias – if the child is under 6 years old;
- 3,196 hryvnias – if the child is between 6 and 18 years old;
- 3,028 hryvnias – if the child is between 18 and 23 years old.
