In Ukraine, wholesale sugar prices have dropped to a level below the cost of production, leading to serious difficulties for domestic sugar producers. In November 2025, the average wholesale price is around 20 hryvnias per kilogram, while in August it was at 22.99 hryvnias. For comparison, a year ago, the price of sugar reached 23.63 hryvnias per kilo.

The Sugar Market Under Pressure: Consequences for Producers
The decline in sugar prices has been ongoing for the third consecutive year, and the current price level threatens the economic viability of production. Due to high costs for gas and other resources, some enterprises are forced to abandon the start of the sugar season. According to the head of the National Association of Sugar Producers of Ukraine “Ukrtsukor”, Yana Kavushevska, producers are carefully calculating production costs and concluding that at these prices, production is unprofitable.
Prospects for Market Correction
It is expected that the market will respond to the price situation, and indicators may be adjusted in the near future. However, currently, two Ukrainian sugar factories have already decided not to start the sugar production season in 2025 at all, as the rising costs of energy resources and falling prices have made production unprofitable.
“In August, the average wholesale price was 22.99 hryvnias per kilogram, but now it has dropped to 20 hryvnias. For comparison, in November of last year, sugar cost 23.63 hryvnias per kilo,” the publication states.
