The primary housing market in Ukraine continues to maintain stability even in challenging economic and wartime conditions. In August 2025, a gradual increase in prices for new constructions is observed in most regions of the country, while sharp declines in value have not been recorded.

Price Dynamics and Regional Features
The highest prices for apartments are traditionally held in Kyiv and Lviv. At the same time, the most affordable housing is offered in the frontline Sumy and Zaporizhzhia regions. The average cost per square meter in the capital is $1,401, while in Lviv region it is $1,137. The cost of housing in Sumy region remains the lowest at $563 per square meter, and in Zaporizhzhia it is $614 per m².
Moderate price increases for housing are noticeable in most regions. However, several regions have recorded slight price decreases: in Poltava region, the price fell by 4% ($817/m²), in Dnipropetrovsk by 0.5% ($1,113/m²), in Mykolaiv by 0.8% ($707/m²), and in Kirovohrad by 1% ($1,071/m²). Notably, it is in Zaporizhzhia region where prices for new constructions increased the most — by as much as 20%.
Market Activity and Introduction of New Properties
Despite economic challenges and wartime risks, the demand for purchasing and renting new housing is growing. In August 2025, 83% of sales departments for new constructions continued to operate, which corresponds to the figures of the previous month. Developers remain active: during the month, 10 new buildings (13 sections) were put into operation. Specifically, two new properties appeared in Kyiv, Lviv, and Khmelnytskyi regions, and one each in Rivne, Mykolaiv, Poltava, and Cherkasy regions.

Thus, the primary housing market in Ukraine shows resilience and gradual recovery, supported by both the increase in prices in most regions and the activity of developers and buyers even amid uncertainty.
