Shmyhal on Ukraine’s Energy Achievements and Support from European Partners

Ukraine successfully navigated the heating season without mass power outages and heating disruptions, despite numerous strikes by Russia on its energy infrastructure. During the winter, the Russian Federation organized nine massive attacks, and since the beginning of the full-scale war, over 63,000 energy facilities have been affected.

This was reported by the Prime Minister of Ukraine, Denys Shmyhal, at a government meeting on April 15. He emphasized:

“Ukraine has successfully completed the third heating season during the full-scale war. Over these months, Russia has carried out 9 massive and dozens of smaller attacks against our energy system… We are already preparing for the next winter. We are repairing equipment and protecting energy facilities.”

Shmyhal noted that thanks to a large-scale repair campaign, more than half of the energy capacities damaged in 2024 have been restored. During the heating season, nine units of nuclear power plants (NPPs) were operational in Ukraine, all located in controlled territory.

The Prime Minister also mentioned that European partners continue to demonstrate unwavering support for Ukraine.

“We have expanded the limits of possible electricity imports from Europe to 2.1 GW. The Energy Support Fund for Ukraine has gathered 1.2 billion euros in donor funds,”

he added.

Denys Shmyhal also informed those present about the pace of development in decentralized generation. According to him, during the winter of 2024-2025, 148 cogeneration units and 84 modular boilers with a total capacity of 268 MW were launched. In 2025, it is planned to install another 420 such units, mainly in frontline regions.
