EU Sets Condition for Easing Sanctions Against Russia – Details of O’Sullivan’s Position

The European Union may consider the possibility of easing anti-Russian sanctions only if peace is established in Ukraine and the threat of renewed aggression from the Russian Federation disappears. This was stated by the EU Special Representative for Sanctions, David O’Sullivan, who emphasized that any easing of sanctions will not be carried out in advance while risks to Ukraine’s security remain.

Situation with Financial Transactions and Access to Technologies

In his comments, O’Sullivan noted that Moscow is trying to restore the connection of “Rosselkhozbank” to the international payment system SWIFT. This would allow the Russian side to resume financial operations with EU and US countries. At the same time, sanctions have not completely blocked Russia’s access to importing components for weapon production; however, such supplies have become significantly more complicated and expensive for the aggressor.

“According to our estimates, they are paying for these components possibly 600% more than before the war. So such supplies have become less reliable and much more expensive, although not impossible,” he said.

Slovakia’s Position on the New Sanctions Package

Meanwhile, Slovak Prime Minister Robert Fico has instructed Foreign Minister Juraj Blanár to initiate a postponement of the EU vote on the new sanctions package against Russia, scheduled for June 18. Fico explains his position by the need to address energy supply issues from Russia: Bratislava seeks guarantees regarding sufficient gas volumes and aims to avoid significant price increases for Slovak households.
