Young Doctors in Ukraine to Receive 200,000 Hryvnias in Assistance During Martial Law

Young Ukrainian doctors who completed their internship from 2025 in state higher education institutions under the Ministry of Health or the Ministry of Education and Science will be able to receive a one-time financial assistance of 200,000 hryvnias. This decision has been made to support medical professionals during the period of martial law, with the possibility of extending the program further.

Conditions for Young Doctors to Receive Assistance

To take advantage of this assistance, doctors must sign a contract for at least three years to work in a state or municipal medical institution located in rural areas or near the front lines. It is important that the staffing level of medical positions in such an institution does not exceed 75%, and the institution is willing to sign a three-year contract with the young specialist.

Before signing the contract, the doctor must contact the chosen medical institution to ensure compliance with all requirements and obtain an official confirmation letter. It is also possible to sign a similar contract with the institution where the doctor is already working after the internship, provided they meet the specified criteria.

Procedure for Submitting Documents and Payment Details

The vacancy chosen by the doctor must be posted on the Unified Web Portal of Vacancies. By October 10, the following documents must be submitted to the higher education institution where the internship was completed:

  • A letter addressed to the rector in any format;
  • A confirmation letter from the medical institution regarding compliance with the requirements of the resolution;
  • Copies of educational documents — diploma and certificate of professional qualification (if this information is not available in the Unified Electronic Database on Education);
  • Documents confirming employment — a copy of the employment record book or an extract from the Register of Insured Persons (through the Pension Fund);
  • A copy of the signed employment contract with the medical institution.

After reviewing the documents, the higher education institution issues an order for the payment, and the assistance is transferred by the end of the budget year.

“In the event of early termination of the doctor’s employment at their own request, by mutual agreement, or for improper performance of duties, the amount of assistance must be returned within 10 days”.

At the same time, repayment of funds is not required if the institution has ceased operations in the doctor’s specialty, in cases of force majeure, the establishment of a disability of the first or second group for the doctor or their close relatives, as well as in the event of the doctor’s conscription into the military.
