The Ukrainian labor market in 2025 shows a significant decrease in the number of job vacancies compared to 2021. Over the past four years, there has been a notable reduction in offers across many sectors, indicating a redistribution of the workforce and a shift in business priorities. The key reasons for these changes include process optimization, automation, and companies’ reorientation towards other areas of activity.

Sectors with the Largest Decrease in Job Vacancies
The most significant decline has been recorded in the cleaning and domestic staff sector. This includes positions such as caretakers, hostel and hotel administrators, cleaners, household assistants, comprehensive washing specialists, and sanitary workers. The number of vacancies in this category has decreased by 95% — from 3,797 in 2021 to just 198 in 2025.
A substantial drop has also been noted in the hotel and restaurant business and tourism. The number of offers in this sector has decreased by 91%, from 3,265 vacancies in 2021 to 301 in 2025. This includes positions such as pizza makers, hookah masters, grill cooks, laborers, loaders, courier drivers, and others.
Job vacancies for taxi drivers have decreased by 90%: in 2021, 2,772 positions were offered, while in 2025, there are only 275. For managers in the hotel and restaurant sector, the decline is 89% — from 149 to 16 vacancies.
Trends in Manufacturing and Administrative Professions
In retail, the number of vacancies for supervisors has decreased by 75% (from 32 to 8). In food production, the demand for confectioners has fallen by 69% — from 302 to 93 vacancies. The need for accountants has also decreased by 62% — from 1,083 to 415 offers.
In logistics, vacancies for long-haul truck drivers have decreased by 54% (from 363 to 165), and for commodity experts, by 53% (from 68 to 32). The number of listings for sales managers has fallen by 48% — from 2,465 in 2021 to 1,271 in 2025.
Among skilled trades, welders have lost 47% of vacancies (from 270 to 142). The demand for secretaries in business administration has decreased by 41% — from 64 to 38 vacancies.
“The dynamics of the labor market will continue to depend on the overall economic situation in Ukraine, the willingness of companies to invest in expanding their workforce, the level of technological development, and other important economic factors,” analysts believe.
