Over a million Ukrainians have already taken advantage of the state program ‘Winter Support 2025’ and have applied for payments through Ukrposhta. Since the start of the application process in November, Ukrainians have been actively reaching out to the national postal operator to receive the so-called ‘winter thousand’.

According to the Ministry of Community and Territorial Development, as of now, a total of 1,011,113 applications have been submitted for participation in the program. “As of today, 1,011,113 applications have already been submitted. Since the start of the application process, nearly 846,000 people reached out to Ukrposhta in the first two weeks of November, and over 165,000 in the first three days of December,” the statement says.

It is worth noting that since November 25, the program has been extended to all rural post offices across Ukraine. Ukrposhta has already made payments to over 403,000 recipients.

Payment Features and Automatic Allocation

Within the framework of this initiative, the government is particularly focused on supporting communities that are most vulnerable to winter challenges. Assistance has been automatically allocated primarily to citizens who are already receiving pensions or other social payments through Ukrposhta.

Minister of Community and Territorial Development Oleksiy Kuleba emphasized the important role of Ukrposhta in ensuring the accessibility of state assistance due to its extensive logistics network. Overall, the national operator has over 26,000 points of presence, making support available even in the most remote settlements.

For those citizens who receive pensions through banking institutions or do not use the Diia app, notifications about the allocation of funds will be provided via SMS messages.
