In 2025, the law enforcement agencies of Ukraine became leaders in the number of submitted declarations indicating cryptocurrencies among public officials. The most active in declaring digital assets were representatives of the National Police, the Ministry of Internal Affairs, the Prosecutor’s Office, and military formations.

Cryptocurrencies and Public Officials: Who Declares the Most
According to the research data, the highest number of declarants with crypto assets was recorded among employees of the National Police and the Ministry of Internal Affairs — 497 individuals. Next were representatives of the Prosecutor’s Office — 351 individuals, and military personnel, including servicemen of the Armed Forces of Ukraine, employees of the Territorial Recruitment Centers, and the Ministry of Defense — 245 individuals. These categories of public officials form the core group of crypto investors among the country’s officials.

As a result of last year, the military sector demonstrated particularly dynamic growth. The number of declarants with cryptocurrency among military personnel significantly increased, allowing this category to surpass the number of reports submitted by judges, mayors, and local council deputies.

Growth of Crypto Activity Among Officials
Overall, the number of Ukrainian officials who declared cryptocurrencies in 2025 reached 2783 — more than 30% higher compared to the previous year. However, among members of parliament, digital assets remain a rare tool: only 15 parliamentarians declared cryptocurrency.
Officials indicated 1710 different cryptocurrencies in their declarations, ranging from Bitcoin and Ethereum to popular meme coins such as HarryPotterObamaSonic10Inu, Baby Moon Floki, and MAGATRUMP. This indicates a growing diversity of crypto assets in the portfolios of Ukrainian public officials.
