This fall, mobilized servicemen of the Armed Forces of Ukraine will have the opportunity to take advantage of a preferential mortgage at 3% per annum. Previously, this option was only available to contract soldiers of the Armed Forces, but soon the list of eligible categories will expand.

Changes to the “eOselya” Program and New Restrictions
The head of the board of the Public Joint Stock Company “Ukrfinzhytlo,” Yevhen Metzger, announced that in September–October, the company expects amendments to the Cabinet of Ministers’ Resolution No. 856, which regulates the conditions of the state program for affordable mortgages “eOselya.” Among the key innovations is the inclusion of mobilized servicemen in the list of those who can obtain a mortgage under preferential conditions.
The new rules also impose restrictions on the area of housing: for a family of one or two persons, the maximum area will be 52.5 square meters, with an additional 21 square meters provided for each subsequent family member. The maximum area for an apartment is 115.5 square meters, while for a house it is 125.5 square meters.
“We are implementing additional restrictions on the area and cost of housing and are working on the future introduction of family income criteria. This will allow us to focus state support on those who truly need it and avoid cases where the program is used to purchase disproportionately expensive properties,” emphasized Metzger.
Mortgage Program Conditions and Participants
The “eOselya” program has been in effect in Ukraine since October 2022. During this time, over 19,000 families have been able to purchase their own housing, and the total amount of issued loans has exceeded 31.9 billion UAH.
Servicemen under contract with the Armed Forces, security and defense sector employees, medical workers, educators, and scientists can access a preferential mortgage at 3% per annum for a term of up to 20 years with a down payment starting from 20%. A mortgage at 7% per annum is available for war veterans, combatants, internally displaced persons, and citizens who do not own housing beyond the normative area.
Preferential categories can purchase housing in new buildings or houses no older than three years, as well as in houses up to ten years old in Chernihiv, Sumy, Kharkiv, Zaporizhzhia, and Kherson regions. Other program participants can buy housing in buildings no older than three years or in under-construction facilities. Internally displaced persons can participate in the program at 7% per annum, purchasing housing up to 10 years old or at the construction stage throughout Ukraine where the program operates.
As a down payment for purchasing housing under the “eOselya” program, “eVidnovlennya” certificates can be used. These certificates can also be used to pay for property rights to private houses under construction. Additionally, the payment rates have been increased after 10 years of loan servicing, and for youth under 25 years old, the down payment has been reduced to 10%.
The program involves 10 partner banks, including state-owned Oschadbank, PrivatBank, Ukrgasbank, as well as Sens Bank, Sky Bank, Credit Dnipro Bank, Globus Bank, Tascombank, Bisbank, and Radabank.
