The Ministry of Social Policy has launched a new social program – basic social assistance, with a maximum amount of up to 4500 hryvnias. The payment will operate in a trial mode for six months, after which a decision is expected regarding its further implementation on a larger scale, starting from January 2026.

Who Can Receive Basic Social Assistance
Participants in the pilot project may include categories of citizens who are already receiving:
- assistance for low-income families;
- payments for children for single mothers or fathers;
- assistance for large families;
- assistance for children whose parents evade alimony payments, cannot support the child, or whose whereabouts are unknown.
“Today we have more than 40 different types of state assistance. They are similar in purpose and the issues they aim to address (for example, to alleviate poverty). However, they are calculated using different methodologies and documents. Therefore, we decided that it makes sense to consolidate similar types of assistance into larger ones: this way, the total amount will be greater, and it will be easier to calculate,” emphasized Minister of Social Policy Oksana Zholnovich.
Calculation Mechanism and Duration of Payment
The amount of basic social assistance for a family is determined as follows: for the first family member (authorized representative), each child under 18 years old, and individuals with disabilities of the I or II group, the payment amounts to 100% of the basic amount – 4500 hryvnias. For each subsequent family member, 70% of this amount is provided.
To participate in the program, it is sufficient to submit an application – other data is verified automatically through information exchange between state registries. Currently, the accuracy of the registries’ operation and the absence of technical errors are being checked.
Basic social assistance is assigned for the full month in which the authorized representative submitted the application, regardless of the submission date. The payment is granted for a period of six months, with automatic extension for the duration of the experimental project, which will last for two years.
