The Minister of Energy of Ukraine, Herman Halushchenko, held a meeting with the Minister of Energy of Azerbaijan, Parviz Shahbazov, as part of the 13th meeting of the Intergovernmental Commission on Economic Cooperation between Ukraine and the Republic of Azerbaijan. During the dialogue, the parties discussed the possibilities of supplying Azerbaijani gas to Ukraine and the prospects for expanding energy cooperation.

Potential of Gas Storage and New Cooperation Formats
Ukraine proposed to utilize its own underground gas storage facilities (UGS) for international gas storage. As Herman Halushchenko emphasized, Ukrainian UGS are the largest in Europe, and foreign companies have the opportunity to store gas in a “customs warehouse” mode without paying taxes and fees. This initiative allows for attracting new partners and strengthening Ukraine’s role as a key player in the region’s energy market.
“We are open to new formats of cooperation in the gas sector. In particular, Ukraine offers its UGS for international gas storage,” noted Halushchenko.
Support for Ukraine and Development of Renewable Energy
During the meeting, the parties also discussed participation in joint projects for the development of renewable energy. Special attention was paid to the humanitarian aid that Ukraine receives from Azerbaijan. Azerbaijani support for Ukraine’s energy sector has already reached approximately 42 million US dollars, contributing to the country’s preparation for a stable heating season in 2024–2025.
Herman Halushchenko emphasized the importance of the intergovernmental commission as an effective tool for deepening cooperation in key areas, particularly in the extraction, storage, and transportation of natural gas. He also thanked the Azerbaijani side for its consistent support and noted that Ukraine and Azerbaijan continue to develop their energy partnership based on a shared vision of energy security and concrete solutions.
