In 2026, Ukrainians can expect an increase in the minimum pension from 2361 to 2564 UAH per month. These changes are outlined in the Budget Declaration for 2026-2028. Thus, starting next year, citizens who are retired will receive no less than 2564 UAH each month.

Dynamics of Minimum Pension Increases Until 2028
Despite the increase in the minimum pension, this amount still falls short of the physiological survival level. Currently, the actual subsistence minimum for a person of retirement age exceeds 6,700 UAH. Forecasts indicate that the following years will also see a gradual increase in the minimum pension:
- 2026: 2564 UAH;
- 2027: 2715 UAH;
- 2028: 2859 UAH.
Structure of Ukraine’s Pension System
As of today, 10 million 331 thousand people receive pensions in Ukraine. Of these, nearly 7.5 million are old-age pensioners, while the rest are special categories, including persons with disabilities, recipients of pensions in case of loss of a breadwinner, as well as pensioners for length of service and social pensioners. A special category consists of judges who receive a lifetime monetary allowance, and the average amount they receive significantly exceeds other pensions.

The main categories of pensioners and the average pension amounts are as follows:
- Old-age: 7 490 320 persons, average pension — 6085.74 UAH;
- Disability: 1 574 456 persons, average pension — 5364.98 UAH;
- In case of loss of a breadwinner: 682 890 persons, average pension — 6493.20 UAH;
- Length of service: 525 134 persons, average pension — 12 315.12 UAH;
- Social pensions: 54 646 persons, average pension — 2826.49 UAH;
- Lifetime allowance for judges: 3929 persons, average pension — 108 321.63 UAH.
