Ministry of Finance: The EU has provided Ukraine with €50.5 billion in support during the war

Since the beginning of the full-scale invasion by Russia, the European Union has provided Ukraine with €50.5 billion in budget support. This information was announced by the Ministry of Finance of Ukraine following a meeting between Finance Minister Serhiy Marchenko and the heads of the financial departments of EU countries in Washington.

Financial Assistance in 2025

The statement notes that since the beginning of 2025, Ukraine has received €8.5 billion from the EU. In the same year, the European Union plans to provide Ukraine with €30.6 billion in budget support, of which:

  • €18.1 billion — funds from the G7 ERA initiative, derived from revenues from frozen Russian assets (of which €5 billion has already been raised);
  • €12.5 billion — financial assistance under the Ukraine Facility Instrument (of which €3.5 billion has already been raised).

“Thanks to the effective implementation of the conditions of the Ukraine Plan and coordinated cooperation with the EU, Ukraine successfully attracted the first tranche of 2025 amounting to €3.5 billion under the Ukraine Facility in April. In total, €19.6 billion has already been received in the state budget under the program,” noted Serhiy Marchenko.

Compliance with Conditions and EU Support

The minister also noted that out of 151 conditions of the Ukraine Plan under the EU Ukraine Facility for 2024–2027, Ukraine has already fulfilled 36. Among them are the adoption of 16 strategic documents and 15 laws. European colleagues assured the Ukrainian side of their continued support and readiness to strengthen cooperation on Ukraine’s path to Eurointegration.
