Financial Challenges and International Assistance
Prime Minister Yulia Svyrydenko emphasized that support from partners is critically important for Ukraine, especially in the face of the massive challenges posed by the war and ongoing Russian attacks on energy infrastructure. She noted that last winter, the country experienced the most difficult period in the last 35 years, but preparations are already underway for the next heating season, taking into account plans to enhance regional resilience.
“This meeting in this format has occurred for the ninth time — it is an important signal that Ukraine remains in the focus of international attention. Among the key priorities are the financial, energy, and defense strength of Ukraine. We have endured the most challenging winter in the last 35 years under constant Russian attacks and are already preparing for the next heating season within the framework of regional resilience plans. Support from international partners is crucial for us”
Svyrydenko also informed about the expected unblocking of a €90 billion loan from the European Union in the near future. Additionally, in March, Ukraine received the first tranche from the IMF as part of a new program amounting to $8.1 billion.
Defense Budget and Reform Strategy
The Prime Minister emphasized that by 2025, over 40% of Ukraine’s gross domestic product and 70% of the state budget will be directed towards defense. According to her, these expenditures ensure not only the security of Ukraine but also the protection of all of Europe, so the efforts of the Ukrainian side must be coordinated with partners and allies.
She thanked international partners for their constant support and stressed that despite the difficulties, the reform of the country remains a key priority for the President, the Government, and the Verkhovna Rada. Ukraine continues to fulfill its commitments under the Ukraine Facility programs, the IMF, and the process of European integration.
Svyrydenko also reported on the adoption by the Verkhovna Rada of a package of necessary decisions for further progress towards reforms, as well as the appointment of a new head of the State Customs Service. The authorities, together with partners, are working to attract investments to the Ukrainian economy, particularly through deregulation, de-shadowing, and reducing risks for businesses.
In addition, the Ukrainian delegation led by Yulia Svyrydenko held a meeting with European Commissioner for Enlargement Olivér Várhelyi to discuss further steps for cooperation with the EU and mobilizing international support.
