Subscriber Complaints and Incident Progress

According to information from users on the Downdetector service, there was a significant increase in reports of outages at Kyivstar. In particular, residents from various districts of Kyiv, including Shuliavka, noted a complete lack of mobile connection and the inability to make or receive calls. Some subscribers also reported issues with the home internet service provided by the operator.

“In the chats, people are complaining that in Shuliavka, for example, the mobile operator is currently not working, and it is impossible to make a call or receive one. Subscribers also state that the home internet from Kyivstar is not functioning.”

As of 21:30, the issues with mobile communication and internet remained unresolved. Representatives of Kyivstar had not provided any official comments regarding the causes or timelines for resolving the outage at that time.

Other Significant Events in the Telecommunications Market

It is worth noting that two days prior, on February 16, there was a major outage at the social network X — users were unable to post or update their news feeds, which also caused significant resonance in the media space.

Additionally, discussions are ongoing in the Ukrainian mobile communication market regarding a potential merger between operators Vodafone and Kyivstar. A corresponding application for the merger of their tower businesses has already been submitted to the Antimonopoly Committee. Meanwhile, the operator lifecell is opposed to such a consolidation of competitors.
