In Kyiv, two TCC employees to be tried for the death of a mobilized person during transportation

The State Bureau of Investigations has completed the pre-trial investigation into the case regarding the death of a man during the transportation of mobilized individuals in Kyiv in May 2025. According to the investigation, the tragic incident involved the deputy head of the Podil District Territorial Center for Recruitment and Social Support and a soldier from the Shevchenkivskyi District TCC of Kyiv.

Circumstances of the tragedy during the transportation of mobilized individuals

As reported by the SBI, during the transportation of mobilized individuals from training centers in the western regions to Kyiv, there was a resident of the capital among the passengers who had health issues. During the journey, a conflict arose between him and the military personnel, resulting in the soldier using physical force and a stun gun. As a result, the man sustained bodily injuries.

“The soldier used physical force and a stun gun against the man, causing bodily injuries. The deputy head of the Podil District TCC and SP, who was responsible for the transportation, did not stop the actions of his subordinate, although he had the opportunity to do so. After arriving in Kyiv, the man was carried out of the bus onto the square, where medics confirmed his death.”

The indictment against both military personnel has already been submitted to the court. The soldier is charged with exceeding official authority, resulting in serious consequences during martial law. The deputy head of the Podil District TCC and SP is accused of intentional non-interference and failure to stop the criminal offense of his subordinate, which also provoked serious consequences.

Mobilization and informational pressure

Since the beginning of the large-scale invasion of the Russian Federation on February 24, martial law and general mobilization have been in effect in Ukraine, with the terms being constantly extended by the Verkhovna Rada. At the same time, reports of incidents between TCC employees and citizens regularly appear in the information space of Ukraine. According to representatives of the authorities and the military, such cases often become subjects of manipulation within the information and psychological operations of the Russian Federation, and negative information regarding mobilization spreads quickly on social media.
