Group Exposed for Fake Procurement of Bread for the Armed Forces: State Losses Nearly 1 Million UAH

The State Bureau of Investigations has completed the pre-trial investigation into the case of an organized group involved in fake procurement of bread for a military unit in the Khmelnytskyi region. The indictment has been submitted for court consideration.

Scheme for Embezzling Budget Funds

Those involved in the illegal activities include a former deputy commander of the battalion, one of his subordinates, a private entrepreneur, and an accountant. According to the investigation, military officials created false documents for the procurement of bakery products in significantly larger quantities than actually delivered. Part of the products was never supplied, and the allocated budget funds were transferred to the entrepreneur’s accounts.

“The illegal actions were uncovered with the help of one of the servicemen responsible for document processing. Realizing the illegality of the leadership’s actions, he reported to law enforcement and subsequently cooperated with the investigation.”

As a result of these criminal actions, the state suffered losses of nearly 1 million hryvnias.

Assets of the Suspects Seized

To ensure compensation for the damages, the assets of the suspects have been seized. Among the seized items are a private house, land plots, commercial real estate, and vehicles. The total value of the assets is estimated at approximately 10 million hryvnias.

The former deputy commander of the battalion has been transferred to another unit for further service.

Participants in the scheme are charged under the following articles of the Criminal Code of Ukraine:

  • Part 1, Article 366 — official forgery;
  • Part 5, Article 191 — embezzlement of property in especially large amounts;
  • Part 3, Article 209 — legalization of property obtained by criminal means.

The maximum penalty provides for up to 12 years of imprisonment with confiscation of property. The procedural leadership in the case is carried out by the Khmelnytskyi Specialized Prosecutor’s Office in the Defense Sector of the Western Region.
