Dynamics of Housing Prices in Ukraine in the Third Quarter of 2025

In the third quarter of 2025, the housing price index in Ukraine reached 112%, slightly higher than the figure for the same period in 2024, which was 111.7%. This data indicates a continued increase in housing costs in the Ukrainian market.

Details of Changes in the Primary Market

In the primary real estate market, the pace of price growth has slowed: from July to September 2025, prices increased by 12.8% compared to 14.1% in the third quarter of the previous year. The most significant price increase was observed for one-bedroom apartments, which rose by 13.3%, while prices for two-bedroom apartments also increased by 13.3%, and three-bedroom apartments saw a rise of 11.7%.

The Situation in the Secondary Market

In contrast, the pace of price growth in the secondary market accelerated: in the third quarter of 2025, the increase was 11.5% compared to 10.5% a year earlier. One-bedroom apartments in the secondary market increased by 12.5%, while two-bedroom and three-bedroom apartments each rose by 11.4%.

Compared to the previous quarter, overall housing prices in Ukraine increased by 0.3%. In the primary market, apartments became 0.2% more expensive, while in the secondary market, they increased by 0.3%.

According to the State Statistics Service, in the third quarter of this year, prices for new buildings increased for one-bedroom apartments by 9.1% compared to the fourth quarter of 2024, for two-bedroom apartments by 8%, and for three-bedroom apartments by 7.4%. In the secondary market, during the same period, the increase was 9.1% for one-bedroom, 7.8% for two-bedroom, and 7.6% for three-bedroom apartments.

“Overall, for the three quarters, housing prices have risen by 12.7% compared to the same period last year. In the primary market, the increase is 14.8%, and in the secondary market, it is 11.6%.”

Thus, in 2025, the trend of rising prices for residential real estate continues in both the primary and secondary markets, although the growth rate in the primary market has somewhat slowed down.
