The refusal of a cashier in a supermarket or store to accept banknotes or coins of any denomination is a violation of the current legislation of Ukraine. Even if the seller cites the lack of change, such behavior is illegal and gives the customer grounds to file a complaint with the administration of the store.

What Are Cashiers’ Responsibilities Regarding Cash Acceptance
Experts from the “Consumer Rights Protection” organization emphasize that cashiers are obligated to accept banknotes and coins of all denominations without exception. At the same time, the cashier is responsible for ensuring that there is enough cash in the register to provide change. The customer is not responsible for whether the cashier has the appropriate amount for change.
“The issue of lacking change is not your responsibility, but that of the cashier. If the cashier continues to assert otherwise, you should contact the store management and indicate that the cashier is trying to shift their responsibilities onto the customer”
A request from a store employee for a specific amount, to break a large bill elsewhere, or other similar requests are considered an unlawful shifting of duties onto the customer.
How Supermarkets Manipulate Prices During Promotions
According to the State Consumer Service, supermarkets often use marketing techniques, including promotional discounts, to attract customers. However, in practice, this often leads to deception: the price tag shows one price, while the checkout displays another, usually higher, price.
In such cases, the customer has the full right to demand payment for the product at the price indicated on the price tag, as this information influenced their decision to make the purchase.
If consumer rights are violated and store representatives refuse to comply with legal demands, it is advisable to contact the territorial office of the State Consumer Service in your region to protect your interests.
